After winning the grand prize in a raffle, Mr. Bean(Rowan Atkinson) wins a trip to Cannes. Along his journey, he winds up going from one misadventure to another, including separating a Russian film critic from his son Stepan and trying to bring them back together, to no avail. He soon befriends a french actress named Sabine and tries to get her to the presentation of a new movie in which she stars in. All goes wrong when Mr. Bean is listed as the boy's kidnapper and Sabine as an accomplice.
